The Central Services Department provides coordinated management of business tools and information. These are the services systems and technologies that allow the city to function. One of the roles of the Chief Operations Office is to coordinate service delivery to find efficiencies and synergies in process, technology and policy that can benefit the city overall.

Structurally, the Central Services department is comprised of five (5) separate divisions, each headed by a director. We also have a team dedicated to the management of strategic projects that impact all of our diverse offices. Central Services staff work in close cooperation with other city offices that similarly support city operations, such as the Human Resources Department, and we work in a spirit of partnership with all city departments, city leaders, and the public.

Facility Services Division

Director, Matt Lawson and two staff provide facility maintenance and improvement at 21 locations, conduct space planning as well as facility safety & security and lease/new space development. 

Financial Services Division

Under the leadership of Director, Leigh Griffing, the 13 person operation directs the annual budget process, prepares financial reports, develops budget and financial strategies and fiscal analyses, manages payroll, bill, treasury processes, grants and more.

Fleet Services Division

Scot Colwell, Director, oversees a team of eleven who help purchase, maintain, and replace city vehicles that service critical needs in the deployment of services benefiting city residents from street sweepers and snowplows to police vehicles and more. 

Technology Services Division

Director, Jesse Neidigh, leads a team of 10 Information Technology and 5 GIS (Geographic Information System) specialists who support technology solutions, as well as cybersecurity and networking resources, and who develop and/or maintain critical information assets.

Legislative Services Division

Claire Trimble, Director and City Clerk, and two staff develop city legislation and policies, provide support for City Council meetings and board appointments, perform legislative research, provide records, advertise public hearings and more. 

Strategic Projects, Analysis, and Reporting (SPAR) 

A team of three under the Department Director, who provide management for strategic projects with city-wide impact and support high-priority strategic initiatives. This group will continue to evolve to meet the City's strategic goals but are playing critical roles in major projects from our transition to a modern work platform to planning future facility needs.
