2025 Completed Projects
Grant Creek Restoration Project
Location: Grant Creek, from W. Broadway south
Description: Realigns and restores Grant Creek from W. Broadway south to eliminate the "horseshoe bend." Work will include construction of a base flow channel, 200-foot wide floodplain, and a 100-foot riparian buffer area on both sides of the floodplain. A multi-user trail will be partially installed on the east side of the riparian buffer.
Community Benefits: Improves flood control, water quality, fish and wildlife habitat, and future recreation opportunities.

England Boulevard Milling & Paving
Location: England Blvd. from Reserve St. to Tina Ave.
Description: Milling damaged pavement and placing new asphalt.
Community Benefits: Extends pavement life and reduces potholes and water damage.

Miller Creek Railroad Crossing Removal
Location: South of Miller Creek Rd. and Highway 93 intersection
Description: Removal of railroad tracks and signal structures with roadway repaving.
Community Benefits: Smoother roadway and reduced potholes.

Phillips Street Milling & Paving
Location: Phillips St. from N. Russell St. to Byron St.
Description: Milling old pavement and applying new asphalt on one block.
Community Benefits: Preserves pavement and prevents potholes.

2025 Chip & Seal Program
Location: Various city streets
Description: Application of asphalt sealant and chip rock to protect pavement.
Community Benefits: Extends street life at lower cost and prevents potholes.

Franklin to the Fort – East Safety Improvements
Location: Area bounded by S. 3rd St. W., S. Johnson St., railroad tracks, and S. Russell St.
Description: Installation of quick-build traffic circles and bulb-outs to calm traffic.
Community Benefits: Reduces speeds and crashes and strengthens Neighborhood Greenways.

Kent Avenue – Central Avenue Greenway Project, Phase 1
Traffic Calming Project
UPDATE: The hybrid mini roundabout portion of the project has been delayed until 2026 so that it can be constructed in conjunction with a water main replacement project on Oxford St. Additional details will be provided once available.
Location: W. Kent Ave. from Russell St. to Regent St.
Description: Installation of the following safety improvements: mid-block speed hump between Regent St. and Oxford St., raised crosswalk on W. Kent Ave. between Tremper's Plaza and Tremper's Shopping Center, widened sidewalk on the south side of W. Kent Ave. between Russell St. and the driveway entrance into Tremper's Shopping Center, and crosswalk enhancements on Russell St., including rectangular rapid flashing beacons (this portion of the project is not currently shown in the plans linked below, but updated plans will be added here as soon as they are available.
Community Benefits: Slower and safer traffic flow with safer pedestrian and bicycle routes and crossings.

Central Ave "Neighborways" Project
Location: W Central Ave from Johnson St to Clark St
UPDATE: This project has been cancelled. Watch for a future Neighborways project in a different location in the future.
Description: Conversion of the westbound parking lane into a shared biking and walking space, separated from vehicle traffic with a painted buffer, plastic bollards, and planter boxes. Mount Ave & Hill St Striping
Location: Mount Ave from Brooks to Hill St, Hill St from Mount Ave to Beckwith
Description: Mount Avenue, designated as a major collector by the Montana Department of Transportation (MDT) Urban System, will undergo chip sealing and restriping as part of a special maintenance project by Public Works & Mobility. In alignment with the City’s Complete Streets policy, this project aims to enhance safety, comfort, and convenience for all multimodal users. The proposed revisions to the Mount Ave and Hill St project are consistent with community feedback gathered during communications and outreach efforts, as well as public meetings held in June 2025.
Community Benefits: The proposed striping plan includes the addition of conventional bike lanes and new marked crosswalks at the Blaine/Hollis and Thames intersections. It also features bulb-outs at the Blaine/Hollis, Park/Plymouth, and Thames intersections to improve pedestrian accessibility and safety.
Project Dates: Chip seal completed in August. Striping schedule to begin Mid-September

N Curtis St Walkway Improvements
Location: North Curtis St to S 3rd St W
Description: This project will create a safe, connected, and accessible walkway along the east side of Curtis St between S 3rd St W and River Rd. This will be accomplished by removing the deteriorating raised asphalt path and replacing it with a new walkway that is wider, smoother, and has clearer separation from motor vehicles. To promote safety, the speed limit will be 15 mph in the area for the duration of the project, and we urge all users to exercise caution while traveling.
Community Benefits: This project improves usability for cyclists and pedestrians while enhancing safety through greater separation from motor vehicles. The new shared-use path will also be easier and more affordable to maintain.

Northside Traffic Calming & Neighborhood Greenways
Locations: Waverly: Turner to Defoe, Cooley: Scott to Worden, N 6th: Worden to Kennett, Kennett: N 6th to N 5th, Holmes: Charlo to Phillips, N 1st: Worden to Ryman, and Ryman: N 1st to N 2nd.
Description: The City is developing a comprehensive traffic calming plan for the Northside Neighborhood and will begin preliminary work on this project now that the Turner-Worden Mobility Improvements Project was completed in Fall 2024. The project includes installing quick build infrastructure that may include a combination of traffic calming circles, stop signs, bulb outs, and/or speed humps. Details will be provided on this page once available.
Community Benefits: Slower vehicle speeds make streets safer for everyone, improved visibility at intersections where parked cars, trees, and landscaping make it hard to see, encourages walking and biking by enhancing Neighborhood Greenways, and low-cost, quick-to-install approach helps deliver results faster.
Project Dates: Work will begin in October and be completed before winter weather arrives (weather and schedule permitting).

Orange Street & Cregg Lane Traffic Signal Project
Location: Orange St. and Cregg Ln. intersection
Description: Installation of a new traffic signal with ADA-compliant pedestrian improvements.
Community Benefits: Improves safety, access, and traffic operations for all users.

S. Russell Street Commuter Trail Crossing Project
Location: Both sides of S. Russell St., adjacent to 2821 S. Russell St. at the Fairgrounds trail and near the YMCA.
Description: The project will create a complete multi-modal connection from the Fairgrounds trail to S. Russell Street. The project entails constructing a commuter trail crossing north of the existing pedestrian crossing on Russell St. and installing new bulb-outs, curbs, ramps, sidewalk, center median curb, one bus stop as well as new signing, striping, and temporary pedestrian level lighting near the east and west curb ramps. This commuter trail crossing will have rectangular rapid flashing beacons (RRFBs).
Community Benefits: This project will provide safe, convenient, and accessible facilities for people of all ages and abilities to walk and bike along safer, calmer corridors and serves adjacent neighborhoods. It will also provide drivers on S. Russell Street with infrastructure that indicates the trail crossing, so they should expect pedestrians, bicyclists, and others to be present. The completed project will better manage stormwater and drainage.
Public Comment: City staff conducted public comment process for the project from May 2 through May 31, 2024.
Project Dates: The Montana Department of Transportation has approved the project, and the City expects construction to take place in spring to summer 2025, depending on contractor availability. This page will be updated as construction dates are determined.

Scott Street Transportation Improvements
Location: On Scott St. from Phillips St. to Turner St.
Description: The purpose of this project was to design and construct an urban mini roundabout at the Scott Street and Phillips Street intersection to improve safety and alleviate traffic pressure created by residential and commercial developments in the Northside Neighborhood. This project included street lighting and stormwater mitigation at this intersection. Along Scott Street, between Phillips Street and Turner Street, new striping has reconfigured the roadway space to include buffered bike lanes.
Community Benefits: Buffered bike lanes for safer cycling, a new roundabout and improved crossing areas, enhanced street lighting for better visibility, and wider sidewalks for safer pedestrian routes. Additional safety improvements were made which include installation of new ADA ramps and refreshed crosswalk markings at the Turner St. intersection and a speed limit sign at the south end of the Scott St. Bridge that tells drivers their speed.
Project Dates: Construction of this project began in July of 2025 and was completed on August 22, 2025.

N. 1st St. W. & Woody St. Water Main Replacement
Location: N. 1st St. W. and Woody St.
Description: Replacement of 1,800 LF of aging 8-inch water main.
Community Benefits: Reduces leaks, improves system efficiency, and saves energy.

S. 4th St. W. Water Main Replacement – Phase 2
Location: S. 4th St. W. from Ivy St. to Orange St.
Description: Replacement of approximately 2,700 LF of aging water main.

N. Dickens St. to N. McCormick St. Water Main Replacement
Location: N. Dickens St., Cooper St., Milton St., Holmes St., and Toole Ave. (Toole Ave. to Sherwood St.)
Description: Replaces approximately 1,500 linear feet of aging 6-inch Kalmein water main installed in 1914 and installs more than 600 linear feet of new water main on Cooper Street to improve system connectivity.
Community Benefits: Reduces leaks, improves system efficiency, enhances fire protection, and lowers energy use required to pump water.

Harlequin Court Water Main Extension
Location: Harlequin Ct. to George Elmer Dr., including railroad and highway crossing
Description: Installs approximately 2,500 linear feet of 24-inch ductile iron pipe and 400 linear feet of jack-and-bore steel casing pipe.
Community Benefits: Creates a critical water system connection to support future development between the Missoula Development Park and the Sxwtpqyen area.

Kensington Avenue Water Main Extension
Location: Kensington Ave. from Oxford St. to just east of Stephens Ave.
Description: Extended an existing water main to close a gap in the system using a bore under Stephens Avenue to minimize traffic impacts.
Community Benefits: Improves water system resilience, provides direct water access to adjacent properties, and increases fire flow capacity.

Description: Replaces approximately 2,600 linear feet of aging water main and associated fire hydrants originally installed in 1914.

Ronald Avenue & Keith Avenue Water Main Replacement
Location: Ronald Ave. (E. Beckwith Ave. to University Ave.) and Keith Ave. (S. Higgins Ave. to Gerald Ave.)
Description: Replaces approximately 1,500 linear feet of aging Kalmein water main installed between 1926 and 1929.

Washburn, Idaho, Montana & Catlin Streets Water Main & Sidewalk Project
Location: N. Washburn St. and portions of Idaho, Montana, and Catlin streets
Description: Extends approximately 1,920 linear feet of water main and installs curb, gutter, and sidewalk along N. Washburn St.
Community Benefits: Provides municipal water service to underserved areas while improving sidewalks, drainage, and overall mobility.

Phillips Street Water Main Replacement
Location: Phillips St. from Shakespeare St. to Hawthorne St.
Description: Replaces approximately 415 linear feet of 6-inch Kalmein water main originally installed in 1927.
Community Benefits: Reduces leakage and coordinates with nearby roadway improvements to minimize construction impacts.

Kelly Island Lift Station Replacement
Location: Kelly Island area
Description: Install new wet well, pumps, emergency generator, and controls. Connect the wet well to the existing gravity sewer and force mains.
Benefits: The project replaces an aging lift station and increases its capacity to serve the rapidly growing Mullan BUILD area. The improvements will increase reliability and enable continued development in one of Missoula’s fastest-growing neighborhoods.

Momont #2 Lift Station Bypass
Description: Install approx. 380 LF of Jack and Bore 30-inch steel casing pipe. Install approx. 2,500 LF of 24-inch DIP water main
Benefits: This project eliminates a lift station, which reduces long-term operating and maintenance expenses and increases the reliability of the sewer collection system.
Project Dates: Started in Sept. 2024 with completed in August 2025.

Momont #1 Lift Station Improvements
Description: The existing gravity sewer main upstream from Momont No. 1 Lift Station reduces in diameter from 15-inch to 8-inch and 10 -inch. The existing 8-inch clay and 10-inch asbestos concrete or clay pipelines are proposed to be replaced and upsized to meet collection system capacity of the upstream 15-inch PVC sewer mains. The project will replace approximately 2,080 linear feet of gravity main.
Benefits: This project removes a bottleneck in the sewer collection system that could cause sewer backups.
